Themed ‘Rebuilding trust and reigniting global solidarity: Accelerating action on the 2030 Agenda and its Sustainable Development Goals towards peace, prosperity, progress and sustainability for all,” the general debate of the 78th session of the United Nations General Assembly opened on September 19 (local time) at the United Nations headquarters in New York, with the participation of more than 150 heads of state and government, and representatives of many countries and international organisations.
In his speech at the General Debate of the 78th United Nations General Assembly, Prime Minister Pham Minh Chinh emphasised the important message of trust, sincerity, solidarity, and international cooperation to respond and address global challenges.
He said Vietnam, which suffered severe pains, sacrifices, and losses from wars as well as blockade and embargo in the previous century, understands better than any the values of peace, cooperation, and development. With the spirit of “putting aside the past, overcoming differences, upholding similarities and looking towards the future” to turn enemies into friends and partners, Vietnam is recognised by international friends as a model for post-war cooperation, recovery, and reconciliation for the common development and prosperity of all parties concerned.
The Prime Minister anticipated this achievement to three most important and decisive factors in international cooperation: trust, sincerity, and solidarity.

The international community is inching ever closer to a Great Fracture in economic and financial systems and trade relations. Divides are deepening between the East and West, between groups of developed and developing countries, along with challenges, especially climate change; and intense conflicts and geopolitical tensions. To solve challenges, countries need to strengthen dialogue, promote multilateralism and reform the global governance system, to better meet the requirements of sustainable development.

The Vietnamese Prime Minister called on the international community to join hands to carry out five clusters of solutions, which are designed in a whole-of-population, comprehensive and holistic approach.
He went on to affirm that Vietnam persistently pursues a foreign policy of independence, self-reliance; multilateralisation and diversification; being a good friend and trustworthy partner of all countries, and a proactive and responsible member of the international community. Vietnam will make more contributions to the UN’s priorities, and join hands with countries both in and outside the region to maintain peace, stability, security, safety, and freedom of navigation in the East Sea/South China Sea based on international law, including the 1982 UN Convention on the Law of the Sea (UNCLOS).
At the United Nations headquarters, Prime Minister Pham Minh Chinh chaired a ceremony celebrating Vietnam's 78th National Day and the 46th anniversary of the country's accession to the UN. Congratulating Vietnam on its National Day, President of the 78th UN General Assembly Dennis Francis hailed that Vietnam has worked actively to promote multilateralism, and fully implemented and heightened the values of the UN Charter. As a member of the Security Council and the United Nations Human Rights Council, Vietnam has actively participated in UN peacekeeping mission. This has illustrated Vietnam's commitment to the UN’s common goals and its important contributions to the common work of the international community.

At his meeting with UN Secretary General Antonio Guterres at the UN headquarters in New York, Prime Minister Pham Minh Chinh affirmed that Vietnam is actively cooperating with UN’s organisations to implement collaboration activities, particularly in ensuring international security, participating in the UN’s peacekeeping missions in hot spots, and transforming to realise SDGs, just energy transition, and social equity.
For his part, Secretary-General Antonio Guterres showed his appreciation for Vietnam's cooperation and support in all prioritised activities of the UN. He shared Vietnam’s viewpoints on upholding multilateralism, bolstering sustainable growth, and reforming international financial architectures to support developing countries.
Both sides reached a high consensus on ensuring compliance to international law and the UNCLOS 1982.

While meeting with President of the 78th UN General Assembly (UNGA 78) Dennis Francis, Prime Minister Pham Minh Chinh affirmed that Vietnam attaches importance to and supports the United Nations (UN)’s central role in the global administration system in order to cope with current big common challenges. He stressed that Vietnam commits to actively contributing to major priorities of UNGA 78, including the consolidation of peace through enhancing trust, fostering cooperation, easing tensions between powers, strengthening solidarity, promoting multilateralism, reforming international financial institutions towards more equality, and realising the sustainable development goals (SDGs).
He held that a global, all-people and comprehensive approach is needed to tackle such challenges, and affirmed that Vietnam supports and is resolved to implement the SDGs and respond to climate change, especially the goal of achieving net zero emissions by 2050.
For his part, President of UNGA 78 Dennis Francis spoke highly of the UN-Vietnam relations as well as Vietnam’s active and dynamic role, and increasing position. He also commended Vietnam’s achievements in poverty reduction and national development, noting that its experience in this field should be shared with the world, and spoke highly of the country’s cooperation in the SDGs implementation, climate change response, and food security.

While attending the Climate Ambition Summit held at the UN headquarters, Prime Minister Pham Minh Chinh stressed that climate change remains the biggest global challenge directly impacting and taking a heavy toll on economic development, social security, and people’s safety and health.

A global and universal approach with breakthrough, general, comprehensive, and innovative solutions is required for coping with climate change, he opined, calling for faster, stronger, and more responsible actions to minimise the global temperature rise.

He proposed a new vision, a new mindset, new determination, and drastic actions be made to secure green development and net zero emissions, while just energy transition be accelerated. He also asked developed countries and international organisations to assist developing and underdeveloped ones with green technology, green finance, green management, and green human resource training.
He suggested building new-generation partnerships and stepping up the mobilisation of green climate finance via the public-private partnership format. He said developed countries and international partners should double finance for adaptation activities by 2025, and put the Loss and Damage Fund into operation at the coming 28th UN Climate Change Conference (COP28) as committed.
Vietnam is one of the 30 countries having submitted the nationally determined contributions (NDC) plans and also one of the three first developing nations joining the Just Energy Transition Partnership (JETP). It is also working with international partners to draft a resource mobilisation plan to be announced at COP28 with the hope of turning this partnership into a model helping promote just energy transition worldwide, he went on.
He affirmed that Vietnam is determined to achieve net zero emissions by 2050 and, with the international community’s adequate assistance, to reduce the greenhouse gas emissions by 43.5% by 2030 and raise the rate of renewable energy to over 70% by 2050.
While hosting US Special Presidential Envoy for Climate John Kerry, the Vietnamese Government leader proposed that the US continue backing Vietnam's efforts to achieve net zero emissions by 2050 and implement the Just Energy Transition Partnership (JETP), especially in developing the renewable energy industry.
For his part, Kerry affirmed that the US appreciates its relationship with Vietnam and supports the country's leadership role in global efforts to respond to climate change. He said the US will continue strengthening cooperation with and support for developing countries, including Vietnam, to cope with climate change, with a focus on developing clean energy, smart grid systems, and sustainable infrastructure. He expressed his desire to further reinforce cooperation with the country to fulfil commitments made at the 26th United Nations Climate Conference (COP26) and future conferences of parties to the United Nations Framework Convention on Climate Change.

The UN High-Level Meeting on Pandemic Prevention, Preparedness and Response, which is an initiative of Vietnam in coordination with some key countries, aims to devise effective solutions in preparing for, preventing, detecting, and responding to health emergencies.
At the meeting, Prime Minister Pham Minh Chinh called on the international community to take action with a global and all-people approach and solutions. The PM emphasised that international cooperation and solidarity are decisive in improving the capacity to prevent and respond to epidemics, especially in developing countries.
Highlighting Vietnam’s efforts in joining hands with the international community to share information and experience in a timely and effective manner to cope with epidemics, the Government leader emphasised Vietnam’s support for appealing to the international community to list global health security as a priority in the agenda so as to prevent, prepare for, and effectively respond to epidemics in a timely manner. He also underlined the spirit of giving the top priority to caring for and protecting people’s health and life to achieve sustainable development and leave no one behind.
On the occasion, PM Chinh thanked and highly valued countries and international organisations, including the World Health Organisation, for their effective cooperation and assistance for Vietnam, especially during the COVID-19 pandemic.
The meeting approved by consensus a political declaration on pandemic prevention, preparedness, and response. It decided to hold another UN high-level meeting on pandemic prevention, preparedness, and response in 2026 to comprehensively review the declaration implementation.

New impetus for Vietnam-US cooperation

With strong and substantive messages, clear proposals, solutions and specific commitments, Prime Minister Pham Minh Chinh and the high-ranking Vietnamese delegation have made important contributions to the success of the high-level week of the 78th UN General Assembly and other UN Summits in New York. Also on this occasion, the Prime Minister coordinated bilateral activities in the United States to concretise the contents of the recently established Vietnam-US Comprehensive Strategic Partnership.

No one could have imagined that one day the US President would stand next to Vietnamese leaders in Hanoi and declare his commitment to promoting cooperative relations at the highest level. This is a testament to the fact that countries can overcome the past, from rivals to partners to jointly solve challenges and heal wounds. The US is ready to cooperate with countries to promote multilateralism to solve global challenges.

Strongly supporting Vietnam-US relations
During the recent trip to the US for the high-level week of the 78th session of the United Nations General Assembly and bilateral activities, Prime Minister Pham Minh Chinh had a meeting with Kevin McCarthy, Speaker of the US House of Representatives, and Michael McCaul, Chairman of the House Foreign Affairs Committee.
Prime Minister Pham Minh Chinh also met with leaders of the US Senate Committee on Foreign Relations, with the participation of Senator Bob Menendez, Chairman of the US Senate Committee on Foreign Relations; Senator Jim Risch; and a large number of senators who are also members of the Committee.
At the meetings, Prime Minister Pham Minh Chinh expressed his thanks for the contributions of the US House of Representatives, especially the House Foreign Affairs Committee, to the relationship between the two countries. The support and cooperation of the two countries' National Assembly plays an important role in concretizing the new framework and areas of cooperation of the Vietnam-US comprehensive strategic partnership.

For their part, the US congressmen expressed their desire to continue promoting cooperation and exchange of delegations between the two legislatures in the coming time, focusing on prioritised areas of both sides, including economy - trade - investment and climate change response.
Emphasising that Vietnam-US relations have always received bipartisan support in the US, Senator Bob Menendez, Senator Jim Risch and other US senators agreed that the two sides will continue to strengthen cooperation, especially in key areas such as economics, trade, high technology, education and training, human resource development, climate change adaption, dealing with war consequences and people-to-people exchanges.
Officials of Vietnam and the US agreed on strengthening the central role of ASEAN, as well as the ASEAN-US Comprehensive Strategic Partnership and the Mekong-US Partnership, and supporting dispute resolution in the East Sea/South China Sea by peaceful means, based on international law.
Also in New York, Prime Minister Pham Minh Chinh received US National Security Advisor Jake Sullivan.
Prime Minister Pham Minh Chinh proposed relevant agencies of Vietnam and the US work together to complete new cooperation frameworks to lay a foundation for the two sides further promote and deepen bilateral cooperative relations, especially in the strategic fields of science-technology; innovation; green growth; sustainable and green energy transition; response to climate change; and cyber security.
He suggested the US side to prioritise accelerating the recognition of Vietnam’s market economy regulations.
For his part, Sullivan underlined the significance and importance of President Biden’s state visit to Vietnam and the establishment of the bilateral Comprehensive Strategic Partnership, describing it as an opportunity for the two nations to build a good future together. The official said he will promote the US’s recognition of Vietnam’s market economy and affirmed that he supports the Vietnam-US stronger cooperation in the fields of high-tech, green energy transition, response to climate change, education and training so as to develop the bilateral collaboration in a more extensive, practical, and effective fashion.
PM Chinh applauded the US’s promotion of comprehensive and responsible cooperation with ASEAN and the Asia-Pacific and Indian Ocean. Meanwhile, Sullivan affirmed ASEAN’s central role and spoke highly of Vietnam’s active role at regional and international forums such as ASEAN, APEC, and the UN. The two sides also emphasised the importance of maintaining peace, stability, security, safety and freedom of navigation and aviation in the East Sea, as well as handling disputes via peaceful means and on the basis of international law, including the 1982 United Nations Convention on the Law of the SEA (UNCLOS), thus contributing to peace, stability, cooperation and development in the region and the world.

Bringing economic relations to new heights
Receiving US Treasury Secretary Janet Yellen, US Secretary of Commerce Gina Raimondo, US trade representatives, and Ambassador Katherine Tai, Prime Minister Pham Minh Chinh affirmed that Vietnam considers the US a leading important partner, and stands ready to work together with the country to promote the bilateral relationship intensively, extensively, stably, and practically.
The PM suggested the department further allocate resources to the economic and trade relations, and called on the US to soon recognise Vietnam’s market economy mechanism. He said the two countries should enhance dialogues and collaboration in the areas of mutual benefits such as infrastructure, financial services, personnel training, IT application, management experience sharing, loans and grants, tax, and capital and stock markets. He also suggested the US side ease trade remedies on Vietnamese garments-textiles, wood products, and especially farm produce.
US Treasury Secretary Janet Yellen stated that since the normalisation of the relations in 1995, the US and Vietnam have remained important economic and trade partners of each other, she said, noting that Vietnam is a key partner in the US’s implementation of its regional policy.
US Secretary of Commerce Gina Raimondo pledged to urge the US to soon recognise Vietnam’s market economy mechanism, and coordinate to put in place the contents agreed in the joint statement, especially in economics, trade, and investment, thus making the bilateral cooperation more intensive, extensive, substantive, and effective.
She also noted her hope that Vietnam will continue supporting efforts to soon conclude the discussion of the Indo-Pacific Economic Framework for Prosperity (IPEF) for the sake of countries and people in the region.
Meeting Mayor of New York Eric Adams, the Prime Minister shared that New York holds many historically significant moments in Vietnam-US relations, is where President Ho Chi Minh came to work and where the Vietnamese flag was raised at the United Nations Headquarters in 1977.
Expressing his pleasure about Ho Chi Minh City and New York City establishing friendly and cooperative relations, the Prime Minister emphasised that this is a vivid demonstration of the good relationship between Vietnam and the US, in which there is cooperation between localities of the two countries.
Agreeing with PM Chinh’s opinions, Adams asserted that New York city values and is willing to further strengthen the friendship and effective and practical cooperation with Vietnam, thus contributing more actively to the overall development of the two countries' relations as well as its relationship with Ho Chi Minh City with which it has just signed the minutes on the establishment of friendship and cooperation, especially in the fields of innovation, environmental protection, and youth exchanges. He confirmed that there will be measures to support Ho Chi Minh City, contributing to turning it into a strong financial centre in the region and the world.
Prime Minister Pham Minh Chinh also had separate meetings with representatives of some leading economic groups of the US and the world like Microsoft, the Gates Foundation, SpaceX, Coca-Cola, and Pacifico Energy.
US corporate leaders emphasized their interest in Vietnam's development, support and desire to find opportunities for cooperation and investment with Vietnam.
Microsoft Corp's co-founder Bill Gates, who is also founder and chairman of the Gates Foundation, said he wants to promote cooperation with and support to Vietnam, focusing on hygiene, clean energy, environment; health care — especially tuberculosis prevention and control; and AI and advanced education models, and pledged to support the Vietnam National Innovation Centre.
Meanwhile, Tim Hughes — Senior Vice President for Global Business and Government Affairs at SpaceX who designs, manufactures, and launches advanced rockets and spacecraft — said the group plans to invest about 500 million USD in Vietnam, and expressed his hope to receive the investment licence for its Starlink services in Vietnam.
Nate Franklin, President and CEO of Pacifico Energy, stated that the group wants to invest more in renewable energy in Vietnam and shared his ideas on offshore wind power development in the country.
PM Pham Minh Chinh also held talks and had a working lunch with major US investors and leading US and global technology and aeronautics firms.
During the meeting with Apple leaders, PM Pham Minh Chinh proposed that the company expand cooperation and investment in Vietnam, serving as a bridge for US businesses and Apple’s partners to increase investment in Vietnam; support Vietnamese businesses to enhance their production capacity to increase their competitiveness and participate in the global supply chain; and support Vietnam to develop an ecosystem of innovation and digital transformation and promote the transfer of new technologies.

Meeting with Boeing leaders, the PM asked Boeing to expand its manufacturing and supply chain in Vietnam and soon build its maintenance facility in the country while supporting Vietnamese partners in personnel training and technology transfer so that they can participate more deeply in Boeing's supply chain.
For Google, the Vietnamese leader affirmed his support for Google to expand its investment in Vietnam and called for Google’s continued support for Vietnam’s National Innovation Centre and cooperation in digital transformation training for Vietnamese firms.
While meeting with leaders of Siemen Healthineers, PM Pham Minh Chinh spoke highly of the corporation’s plans to support Vietnam’s healthcare sector, especially digitalisation solutions in healthcare. He asked the company to soon invest in the production of hi-tech medical equipment in Vietnam and increase technology transfer to Vietnamese partners.

On the occasion, PM Pham Minh Chinh witnessed the exchange of investment agreements between firms of the two countries in the fields of industrial park development, green growth support, production and distribution of pharmaceuticals, and human resources training in semiconductors.
During his working trip in the US, PM Pham Minh Chinh had a seminar and a working dinner with leaders of multinational businesses and leading US investment funds in New York. The Vietnamese government leader asked for experience sharing, policy consultations, and participation from global firms and investment funds in the building, investment, and development of a financial centre in Vietnam.
PM Pham Minh Chinh visited the Nasdaq Stock Market and rang the bell to open a trading session, met with its leading officials along with representatives from several businesses introduced by Nasdaq. He called on US businesses to increase investment in Vietnam in priority areas such as startups, innovation, science and technology, education and training, digital transformation, green transformation, circular economy, sharing economy and energy transition.

Noting that Vietnam’s stock market is growing, the PM expressed his hope that Nasdaq will strengthen cooperation with the State Securities Commission of Vietnam and other relevant agencies on the basis of mutual benefit.
Nasdaq leaders expressed their honour to welcome PM Pham Minh Chinh to visit the exchange and ring the session-opening bell. They stated that they highly agreed with the Vietnamese leader on working together to promote innovation startups and are committed to promoting capital sources to support startup activities in Vietnam.
Also on the occasion, Nasdaq and the State Securities Commission of Vietnam signed a letter of intent to continue promoting an increasingly close, effective and sustainable relationship between the two sides.
PM Pham Minh Chinh also visited the New York Stock Exchange (NYSE) and rang the bell to open a trading session at NYSE.
Prime Minister Pham Minh Chinh visited Silicon Valley and major US technology companies such as Nvidia — a leading semiconductor chip producer; Synopsys — an electronic design automation company; and Meta Platforms — a technology multinational running Facebook, Instagram, Threads and WhatsApp.
He asked Nvidia to further increase cooperation with and expand investment in Vietnam in the fields that match its strength and the country’s priorities, as well as provide policy advice and assist with the training of human resources and the improvement of technological and governance capacity, thus helping Vietnam engage more deeply in global supply chains. He also expressed his hope that it will open a factory in Vietnam and make the country its centre in Southeast Asia.

PM Pham Minh Chinh called on Synopsys to continue expanding its production chains and supply chains in Vietnam while implementing technological, management, and financial measures to help the country grow in a rapid and sustainable manner. In particular, he asked Synopsys to assist with the development of Vietnam’s National Innovation Centre (NIC); take part in the training of high-quality human resources, including manpower for the semiconductor industry; and continue recruiting Vietnamese people in the US.
On the occasion, in the presence of PM Chinh and officials of the two countries, Synopsys signed two memoranda of understanding (MoUs) on cooperation in developing integrated circuit manpower in Vietnam and supporting the development of the semiconductor industry in the country.
PM Pham Minh Chinh called on Meta to supply more technological solutions and transfer more technologies to Vietnam; boost financial cooperation to develop science - technology, innovation and digital transformation; and cooperate in preventing cyber-crimes and protecting cyber safety and security.
Speaking at the meeting with members of the Vietnam Innovation Network in the US, PM Pham Minh Chinh emphasised that innovation is a global trend, so it is necessary to promote domestic and international cooperation to create strength. The PM expressed his hope that members of the network will continue staying united and inspire innovation and creativity for others.

Also, at a working lunch with CEOs of leading US semiconductor corporations within the framework of the trip, PM Pham Minh Chinh suggested that US businesses continue to cooperate and invest more in Vietnam in all stages such as infrastructure, technology transfer, design, production organisation, distribution, as well as human resources training.
On this occasion, the PM witnessed the exchange of a memorandum of understanding (MoU) on the implementation of activities to boost the semiconductor chip designing and developing capacity in Vietnam between the National Innovation Centre (NIC) under the Ministry of Planning and Investment and Cadence Design Systems; an MoU on developing human resources for the semiconductor industry in Vietnam between the NIC and Arizona State University; and another on developing human resources for hi-tech industries between the Vietnamese Ministry of Education and Training and Intel.
Enhancing education and training cooperation
During his trip to the US, PM Pham Minh Chinh visited Georgetown University and the University of San Francisco. The leader stressed that on the basis of the newly established Comprehensive Strategic Partnership, the enhancement of education cooperation matches Vietnam’s priority and era trends as well as the cooperation orientations of both countries.
He said cooperation in education-training, especially high-quality personnel training, is a focus of the Vietnam-US relations as mentioned in a joint statement issued by the two countries’ leaders, adding that Vietnam takes high-quality personnel training as one of the major breakthroughs.
The PM emphasised that Vietnam hopes the US to support it in successfully implementing three strategic breakthroughs in institutional improvement, human resources development, and the building of a synchronous and modern infrastructure system, thereby contributing to realising the orientation of building “a strong, independent, resilient and prosperous Vietnam” as desired by both sides.
The PM stated that in the coming time, the Vietnam-US relationship needs to aim for increasingly extensive, substantive and effective development, so that it is commensurate with the new relationship framework and meet the interests of both countries’ people, for peace, stability, and development in the region and the world.
The PM firmly believes that in the coming decades and beyond, with determination, trust, and sincerity, the relationship between the two countries will continue to be strengthened and nurtured, and that the future generations of both countries will always be good and sincere friends. He urged Vietnamese students in the US to study harder, thus contributing to the development of both nations as well as their relations.

Promoting people-to-people and local exchanges
At the headquarters of the US Institute of Peace in Washington, PM Pham Minh Chinh and a Vietnamese high-ranking delegation attended a ceremony, to celebrate the 78th anniversary of the Socialist Republic of Vietnam and the Vietnam-US comprehensive strategic partnership, which was organised by the Vietnamese Embassy in the US.
At the ceremony, American delegates reaffirmed their strong commitment to actively implementing cooperation on all pillars within the new relationship framework, with a focus on traditional sectors, including economics, trade and investment, science and technology, education and training, healthcare, people-to-people exchanges and overcoming war consequences, as well as in new fields, such as ensuring supply chains, energy conversion, high technology and climate change response.
Both sides agreed that by overcoming ups and downs, the cooperation between Vietnam and the US has developed strongly, bringing common benefits and achievements. This is also the main spirit of the Vietnam-US comprehensive strategic partnership.
In New York, PM Pham Minh Chinh had an intimate meeting with American friends, who supported Vietnam in the struggle for national independence and reunification, as well as contributing to overcoming the war consequences and promoting the normalisation and development of Vietnam-US relations. The Prime Minister shared that the Vietnam-US relationship has become a model in the history of international relations, in terms of healing and cooperation, with outstanding developments since the normalisation of relations and the signing of the bilateral trade agreement, the establishment of a comprehensive partnership and the upgrade of this relationship to a comprehensive strategic partnership.
The Prime Minister asked American friends to continue to motivate and inspire the younger generations, to further contribute to cultivating Vietnam-US relations in the spirit of respect for institutions and independence and sovereignty of each other, as well as in the spirit of the US supporting a "strong, independent, self-reliant, and prosperous" Vietnam.
US delegates affirmed their determination to have specific actions and plans to contribute to implementing the framework of the Vietnam-US comprehensive strategic partnership.
In San Francisco, PM Pham Minh Chinh received a delegation of politicians and business representatives from the state of Oregon, which has many large companies and corporations with investments in Vietnam and a successful Vietnamese community.
The Prime Minister encouraged the two sides to promote economic, trade and investment relations; enhance cooperation in education and training, science and technology, innovation and training of high-quality human resources, as well as in several emerging industries, such as digital transformation, energy transformation, climate change combat, circular economy and sharing economy. The Prime Minister hopes that Oregon will receive Vietnamese export products, such as footwear and garments and the two sides will expand tourism cooperation.
On the same day, PM Pham Minh Chinh hosted a reception for a delegation of politicians from cities in the San Francisco Bay Area of California state.
The Prime Minister asked the Mayors and representatives of cities and business communities in the San Francisco Bay Area, to continue promoting US people and businesses to come to Vietnam, to increase people-to-people exchanges and to seek investment and business opportunities. The Prime Minister affirmed that promoting cooperation, sharing benefits, and working together to build and develop the country, is an effective and practical measure to implement the framework of the Vietnam-US Comprehensive Strategic Partnership.
Previously, immediately after arriving in San Francisco, PM Pham Minh Chinh met with representatives of the Vietnamese community in the US, one of the most successful, dynamic and creative communities, with great contributions to the relations between the two countries. The US affirmed its respect for Vietnam's political institutions and support for a strong, independent, self-reliant and prosperous Vietnam.
Expressing his pleasure at the development of the overseas Vietnamese community, which is an inseparable part of the Vietnamese, the Prime Minister expressed his hope that in the near future, the community of Vietnamese businessmen, intellectuals, and scientists in the US, will continue to accompany the country's development and make specific projects and deeper cooperation activities, with new thinking and breakthrough ways of doing. He also asked the overseas Vietnamese to continue to unite for success, further contributing to the Vietnam-US Comprehensive Strategic Partnership.
The Prime Minister said that Vietnam is strongly improving the business and investment environment, including improving visa and work permit procedures, towards creating favourable conditions for foreigners to work in Vietnam.
Also in San Francisco, PM Pham Minh Chinh had a working breakfast with leaders of typical businesses of the Vietnamese community in the US and attended the Vietnam-US Business Forum on cooperation in technology and innovation, which was jointly organised by the Ministry of Planning and Investment, the Consulate General of Vietnam in San Francisco and the US-ASEAN Business Council (USABC).
The Prime Minister affirmed that Vietnam determines that innovation will create motivation for the country’s economic development until 2030, with a vision to 2045. Vietnam and the US have agreed to bring technology, innovation and investment to truly become important new pillars of the Comprehensive Strategic Partnership.
The Prime Minister also affirmed that the Party and State have guidelines and policies that show concern and care for the Vietnamese community abroad, creating a basis to strengthen the great national unity bloc and helping the expatriates have a solid legal status, stabilise their lives and actively contribute to building the country and the relations between the two countries, as well as affirming the importance of the promotion of the resources from overseas Vietnamese entrepreneurs.
The Prime Minister asked the Vietnamese business community in the US to further promote the achievements, after nearly 30 years of normalising relations and 10 years of establishing the Comprehensive Partnership between the two countries; make the most of opportunities from the establishment of the comprehensive strategic partnership. He also expressed his wish that the business community in the US will pay more attention to the Vietnamese market and cooperate with domestic businesses; become a bridge to help Vietnam participate more deeply in the global supply chain; and operate under the law, thereby contributing to the development of the US, Vietnam and the relations between the two countries.
The Prime Minister asked businesses to focus on several areas such as innovation, digital transformation, green transformation, circular economy, sharing economy and climate change response, creating a new driving force for the development.
In New York, PM Pham Minh Chinh chaired a policy discussion on “Promoting growth and sustainable development in a volatile global economic environment”, with American professors and economic experts.
The Prime Minister expressed high sharing and agreement with many assessments, observations, and policy recommendations of professors and scholars. He emphasised that strengthening the capacity to react, withstand, adapt and manage risks and the internal capacity of the economy, is an inevitable and necessary requirement for Vietnam.
According to the Prime Minister, for global issues, it is crucial to reach a global approach, promote the spirit of international solidarity and cooperation, support multilateralism and strengthen integration and linkages based on rules and harmony of interests of participating parties, placing the people as the subject, the centre, the resource and driving force for development.
The Prime Minister highly appreciated the useful and critical opinions of American professors and scholars and made appropriate choices for the governance style and capacity of the Vietnamese people on that basis. According to him, each country has a different way of application depending on circumstances and economic conditions. However, these are inseparable from the world's development trends, thereby combining internal and external strengths and resources.
New dimension of Vietnam-Brazil relations

Prime Minister Pham Minh Chinh's official visit to Brazil took place in the context that the two countries aim to celebrate the 35th anniversary of their diplomatic ties in 2024. This is the fifth visit to Brazil by senior Vietnamese leaders since the two countries established diplomatic relations in 1989 and this was the first visit in 16 years. The visit’s success helps create motivation to further strengthen Vietnam-Brazil relations, while also making an important contribution to upgrading bilateral relations in the future.

Firmly consolidating the comprehensive partnership
At the talks, PM Pham Minh Chinh and Brazilian President Lula da Silva discussed important areas in Vietnam-Brazil relations. The two leaders reaffirmed that Vietnam and Brazil share common values such as peace, cooperation and sustainable development goals, of each country's society and consider these as the foundation for the position in the international arena, as well as for each country's participation in global issues. The two sides were delighted with the strong relationship based on friendship and mutual respect and expressed their pleasure at the progress achieved over the past 35 years of diplomatic relations between the two countries. The two leaders agreed on the importance of harmonising economic growth, social development and environmental protection, including issues such as energy security, food security and nutrition.

The two leaders emphasized the importance of promoting effective cooperation in the fields of political dialogue, economics and trade, science and technology, innovation, environment, renewable energy conversion, national defence and security, culture, education, high-performance sports, especially football, tourism and other fields, considering these as the base to promote sustainable development and improve people's lives in each country.
The leaders of the two countries welcomed the increasing bilateral economic exchanges between Brazil and Vietnam in recent years and emphasized the importance of further promoting trade and investment between the two countries. In this context, Vietnam proposed that Brazil acknowledge soon its status as a market economy.
They concurred that such missions play a pivotal role in enhancing dialogue between the private sectors of both countries. With the aim of increasing bilateral trade volume to 10 billion USD in 2025 and 15 billion USD in 2030, the two leaders pledged to expand economic, trade and investment cooperation; promote the diversification of bilateral trade exchanges; promote cooperation between relevant authorities on both sides in economics, trade and investment; promote closer linkages between businesses of the two countries; create favorable conditions for businesses to deepen cooperation in areas where the two sides can complement each other such as logistics, green development, digital transformation, renewable energy, climate change and innovation.

Prime Minister Pham Minh Chinh emphasised that a Free Trade Agreement (FTA) between Vietnam and the Common Market of the South (MERCOSUR) would lead to breakthroughs in economic, trade and investment cooperation between the two countries, bringing substantial benefits to businesses and peoples of both sides, and proposed that Vietnam and MERCOSUR would soon begin negotiations on such an Agreement. President Luiz Inácio Lula da Silva expressed the intention to discuss the matter with MERCOSUR partners during the Brazilian presidency of MERCOSUR in the last six months of 2023.
The leaders noted with satisfaction the signing of the Memorandum of Understanding on Defence Cooperation, which will provide a basis for enhancing cooperation and promoting closer ties between the armed forces of both countries. The leaders also agreed to promote bilateral cooperation in the fields of security, police and law enforcement to prevent and fight crimes, including cybercrimes, and to research the possibility of signing cooperation agreements to create legal framework for criminal justice cooperation between the two countries.
The leaders recognised the unrealized potential in scientific and technological cooperation between Brazil and Vietnam and, in this context, highlighted the importance of further increasing bilateral cooperation in research, development, and innovation, as a basis to promote sustainable development and increase the well-being of their countries’ citizens. Pursuant to the bilateral agreement for scientific and technological cooperation, they expressed their willingness to exploring ways to intensify this partnership for mutual benefit, by promoting joint research and development projects in areas such as industrial modernization, the implementation of information and communication technologies in urban environments, clean energy and sustainability, agricultural modernization, and any other areas of mutual interest.

Vietnam and Brazil agreed to further promote high-level engagements, visits and exchanges of delegations through all channels, thereby strengthening and constantly solidifying the foundation of the partnership between the two nations. The two leaders recognised Brazil and Vietnam´s active roles in regional and global affairs. Both sides underscored the importance of an international system founded on the principles of the rule of law and multilateralism, affirmed their support for the central role of the United Nations in global governance, stability, and prosperity; commended the cooperation between the two countries in multilateral frameworks globally and regionally, and pledged to continue strengthening coordination and mutual support, especially at the United Nations. Vietnam and Brazil reiterated their countries’ respect for international law, especially the United Nations Charter, and their support for the peaceful settlement of disputes in international relations on the basis of international law, including compliance and good faith implementation of the provisions of international law on seas and oceans, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982). Brazil welcomed the UNCLOS Group of Friends Initiative spearheaded by Vietnam and a number of key countries.
The leaders of the two countries expressed support for the reform of the United Nations, including its Security Council, with the expansion of permanent and non-permanent seats for developing countries, in order to turn it into a more representative, legitimate and effective body. Vietnam reaffirmed its support for Brazil as permanent member of an expanded Security Council.
The two sides recognised that climate change represents one of the greatest challenges of our time that needs to be addressed in the context of sustainable development and of efforts to eradicate poverty and hunger. They decided to join efforts towards a strengthened global governance under the United Nations Framework Convention on Climate Change (UNFCCC), its Kyoto Protocol and its Paris Agreement. Prime Minister Pham Minh Chinh welcomed the decision by Brazil to offer the city of Belém to host the 30th Conference of the Parties of the United Nations Framework Convention on Climate Change (COP-30), in 2025.

Prime Minister Pham Minh Chinh and President Lula da Silva recognised the need for further opening of their countries markets for agricultural products and celebrated the signing of the Plan of Action on Agricultural Cooperation between Brazil’s Ministry of Agriculture and Livestock and Vietnam’s Ministry of Agriculture and Rural Development. They agreed to promote bilateral cooperation in the sustainable development of the coffee industry, including within the framework of the International Coffee Organization.
The two leaders emphasised the significance of ASEAN-Brazil relations and reiterated their support for expanded dialogue and cooperation to solidify ASEAN-Brazil Sectoral Dialogue Partnership. Brazil reaffirmed its commitment to foster cooperation with ASEAN and its member States in various areas, including sustainable development; renewable energy; climate change; science, technology and innovation; agriculture; and food security. Brazil highly valued its relations with ASEAN and supported ASEAN centrality in the region.
The two countries supported further strengthening of the rules-based, non-discriminatory multilateral trading system, in which the World Trade Organization (WTO) plays a pivotal role. Both sides supported collaboration to improve WTO operations, including negotiation, monitoring, and dispute resolution mechanisms to appropriately address challenges, benefiting all peoples and businesses. The Leaders agreed that WTO reform must be carried out in line with the interests of all members, taking into account the needs and legitimate interests of developing countries. The two countries agreed to regularly coordinate their views on issues of concern in the WTO.
Expanding cooperation in many fields
Also during his official visit to Brazil, Prime Minister Pham Minh Chinh met with leaders of the National Congress of Brazil, some Brazilian political parties and friendship organizations, and delivered a speech at the Brazilian Ministry of Foreign Affairs.
The Prime Minister also met with the Vietnamese community in Brazil, attending a ceremony to open a photo exhibition on President Ho Chi Minh and the Vietnamese land and people. He chaired discussions with Brazilian businesses and visited some leading Brazilian firms, including Embraer S.A., a Brazilian multinational aerospace corporation.
During a meeting with General Secretary of the Brazil – Vietnam Friendship Association Pedro de Olivera and its members in the capital Brasilia, Prime Minister Pham Minh Chinh thanked the Brazilian Government and people for their valuable supports for Vietnam during their past struggle for national liberation as well as the current cause of national construction and protection. The Prime Minister acknowledged the contributions of the Brazil-Vietnam Friendship Association to the continuous development of Vietnam-Brazil relations.

According to Prime Minister Pham Minh Chinh, the potential for development cooperation between Vietnam and Brazil is still very large. The Prime Minister proposed that the Brazil-Vietnam Friendship Association continue to enhance delegation exchange; promote people-to-people exchange activities, cultural, educational and sports exchange activities, especially football and tourism; promote deeper and more effective cooperation in many fields.
At a meeting with representatives of the Vietnamese community in Brazil and some South American countries, Prime Minister Pham Minh Chinh affirmed, that the Vietnamese community abroad is an inseparable part and a resource of the country. Therefore, the Party and State always have responsibility and efforts to protect the legitimate and legal rights of people. The Prime Minister expressed his wish for the Vietnamese community to continue socio-economic development and spread Vietnamese spirit and culture; always look forward to the homeland, do business legally, obey the local laws, and provide a bridging relationship between the two countries.
At a discussion with Brazilian businesses, Prime Minister Pham Minh Chinh assessed, that the political relationship between our two countries is very good, but trade and investment relations are still not comparable, as there is still a lot of room for cooperation that has yet to be tapped. The PM urged Brazilian businesses and their Vietnamese counterparts to foster understanding and fill gaps in information. Regarding the fact that the two nations are far away, the PM said geographical distance is no longer a major obstacle nowadays, as aviation and maritime services are developing rapidly and Vietnam has many international transhipment ports. Both countries have products that can complement each other, with Vietnam exporting footwear, leather, textiles, farm produce and more to Brazil, while Brazil's main exports to Vietnam include ore and minerals, cotton, animal feed, and raw materials, as well as accessories for the textile, garment, and footwear industries.

The Prime Minister also said Vietnam is currently focusing on three strategic breakthroughs: perfecting market economic institutions with a socialist orientation; administrative reform, training high-quality human resources, meeting the labour needs of the new era; and developing infrastructure, especially transportation and telecommunications infrastructure, to help businesses reduce input costs and increase competitiveness.
Affirming that Vietnam fully supports the opening of the Brazilian Chamber of Commerce and Industry in Vietnam, PM Pham Minh Chinh requested Brazilian and Vietnamese businesses to further promote the transfer of science and technology, and strengthen connections to develop together. With the current atmosphere of good bilateral political relations, the PM hoped that more and more Brazilian enterprises would invest and do business in Vietnam using the ‘win-win’ spirit, based on the principle of ‘harmonious benefits, shared risks.'
Prime Minister Pham Minh Chinh's visit to Brazil opens up new directions in promoting cooperation, deepening the comprehensive partnership, and identifying specific projects and areas of cooperation, thereby continuing to ensure Vietnam-Brazil relations are in-depth, substantive and effective, especially economic, trade and investment cooperation. In particular, Brazil has the potential to be the gateway for Vietnam to enter Latin American markets, while Vietnam is the gateway for Brazil to enter ASEAN and Asian countries. They also expect to bridge trade cooperation between the South Common Market (MERCOSUR) and ASEAN.
Expanding international partnerships

In addition to participation in conferences and discussion sessions within the framework of the 78th Session of the UN General Assembly in New York, Prime Minister Pham Minh Chinh held meetings and contacts with many leaders of countries and international organisations.
At the reception for Aurélia Nguyen, Chief Programme Officer at the Global Alliance for Vaccines and Immunisation (GAVI), PM Pham Minh Chinh thanked her for her valuable support for Vietnam during the most difficult time of the COVID-19 pandemic.
He suggested GAVI and Aurélia Nguyen personally increase support for Vietnam in regard to accessing vaccines to prevent epidemics, building strategies and plans to improve expanded vaccination, and receiving the transfer of mRNA vaccine technology. He expects that GAVI will help Vietnam connect with reputable foreign experts, organisations, and businesses to facilitate the transfer of technology regarding the production of biological products and vaccines.
Aurélia Nguyen affirmed that she is and will continue to support Vietnam in implementing vaccination programmes for common diseases.
On the occasion, the Prime Minister awarded the Vietnam’s Friendship Medal to Aurélia Nguyen to acknowledge and show the appreciation of the Party, State, and people of Vietnam for her important support for the prevention and control of the COVID-19 epidemic, especially the access to vaccine sources during the most difficult period of the epidemic.
At a meeting with Gerd Muller, General Director of the United Nations Industrial Development Organization (UNIDO), Prime Minister Pham Minh Chinh requested that UNIDO support Vietnam in implementing its industrial development strategy to 2025, with a vision to 2035, with priority given to perfecting and implementing industrial policies, developing low-emission industries, and increasing the added value and competitiveness of Vietnam's industries to participate in global supply chains.
The UNIDO General Director said Vietnam is the most successful model of development and an important partner of the UNIDO with many cooperation programmes, affirming his organisation will focus on supporting Vietnam in energy saving and decarbonisation of industries as well as in developing food innovation systems and agricultural value chains, processing industries, and rural industry.

Receiving President of Cuba Miguel Díaz-Canel, who is also First Secretary of the Communist Party of Cuba, PM Chinh affirmed that the Party, State, Government, National Assembly, and people of Vietnam have never forgotten Cuba’s wholehearted assistance for Vietnam’s struggle for national liberation, always treasure and stay determined to further intensify the traditional solidarity and comprehensive cooperation between the two countries, and support the just revolutionary cause of the Cuban people.

President Miguel Diaz-Canel said Cuba-Vietnam relations form a noble symbol of comradeship and close-knit friendship. He thanked the Vietnamese Government and people for the precious support for Cuba to weather difficulties caused by the embargo and sanctions and pledged to direct Cuban ministries and sectors to work more closely with Vietnam to promote bilateral economic, investment, and trade ties, with a focus on agriculture to guarantee food security.
Talking to his Thai counterpart Srettha Thavisin, PM Chinh pointed out four focuses that should be promoted, namely effectively carrying out the action plan for implementing the enhanced strategic partnership for 2022 - 2027; further opening their markets and providing more favourable conditions for both sides’ businesses so as to achieve the trade target of 25 billion USD in a balanced and mutually beneficial manner; enhancing cooperation in education - training, tourism, and people-to-people exchanges; and maintaining close coordination at multilateral mechanisms, especially ASEAN.
PM Thavisin agreed with his counterpart’s opinions, adding that Thailand wishes to join Vietnam in bolstering collaboration in trade, investment, tourism, infrastructure connectivity, and locality-to-locality ties. He also suggested Vietnam consider opening more direct air routes to Thailand.

Prime Minister Pham Minh Chinh also had meetings with several leaders of European countries: Romanian President Klaus Iohannis, Polish President Andrzej Duda, Slovenian President Natasa Pirc Musar, and Finnish President Sauli Niinisto. At the meetings, he stated that Vietnam attaches great importance to developing traditional friendship and multifaceted cooperation with partners in Europe and thanked the countries for supporting Vietnam during the COVID-19 pandemic. The Prime Minister proposed that Vietnam and these countries increase contact and delegation exchange and continue to create breakthroughs in trade and investment to promote the practical bilateral relations, commensurate with the potential and advantages of each country.
Meeting with Romanian President Klaus Iohannis, PM Chinh said the two countries need to boost cooperation in labour and education - training, which are their traditional cooperation fields, and share experience in the sustainable management of the Mekong and Danube deltas. PM Chinh also hoped Finland to create favourable conditions for Vietnam’s export goods, such as agricultural products, footwear, and textiles. The PM also asked countries to continue to effectively implement the Vietnam-EU Free Trade Agreement (EUFTA) and soon complete the ratification of the European Union-Vietnam Investment Protection Agreement (EVIPA) as well as urging the European Commission (EC) to soon remove the illegal, unreported and unregulated (IUU) fishing “yellow card” for Vietnam’s fisheries sector.
European leaders all appreciated the positive developments in relations between European countries with Vietnam and the results of Vietnam’s socio-economic recovery and development. President Klaus Iohannis affirmed that Romania will work to further promote all-round ties with Vietnam, especially in economics, trade, tourism, and people-to-people exchanges, such that bilateral relations match the development of the countries’ ties.
Polish President Andrzej Duda expressed his special attention to fostering economic ties and perceived that there remains much cooperation potential in education - training, information technology, health care, pharmaceutical, and agriculture. He also asked for the Vietnamese Government’s support for Polish businesses to invest in the Southeast Asian nation.
Slovenian President Natasa Pirc Musar said Slovenia always views Vietnam as one of its priority partners in Southeast Asia, and that it will bolster their multifaceted cooperation. She also asked both sides to enhance cooperation in some potential areas such as labour, science - technology, natural resource protection, pharmaceuticals, and environmental protection.
Finnish President Sauli Niinisto expressed his hope that the two countries will not only promote bilateral cooperation but also serve as bridges linking Finland with ASEAN, Vietnam with the EU, and ASEAN with the EU.
At the meetings, PM Chinh and the other leaders affirmed that their countries will continue to strengthen cooperation and mutual support at multilateral forums, including the United Nations, and step up coordination within ASEAN and EU cooperation mechanisms.

At the meeting with Burundian President Evariste Ndayishimiye, Prime Minister Pham Minh Chinh said Vietnam always attaches importance to promoting friendship and cooperation with African countries, including Burundi. PM Chinh thanked the Burundian government for supporting Vietnamese enterprise’s telecommunications project which contributes to the host nation’s socio-economic development.
He proposed Burundi create more favourable conditions for Vietnamese firms to operate in the African nation, and suggested both countries enhance delegation exchanges, promote cooperation mechanisms, and bolster trade exchanges as well as agricultural collaboration.
President Ndayishimiye congratulated Vietnam on its achievements in the cause of national construction and development, adding that Vietnam is an outstanding example for other developing countries. He said Burundi always treasures the development of relations with Vietnam, and he agreed with PM Chinh’s recommendations to boost the bilateral ties in the time ahead, with a focus given to investment-trade cooperation.

Vietnamese Minister of Foreign Affairs Bui Thanh Son met with Saleumxay Kommasith, Deputy Prime Minister and Minister of Foreign Affairs of Laos; Jeremiah Manele , Minister for Foreign Affairs and External Trade of the Salomon Islands; and Henry Oryem Okello, Minister of State for Foreign Affairs of Uganda, on the occasion of their attendance at the high-level general debate of the 78th UN General Assembly in New York. At the meetings, Minister Son affirmed Vietnam and ASEAN’s common stance on peacefully settling disputes on the basis of international law, including the 1982 UN Convention on the Law of the Sea (UNCLOS), and guaranteeing the safety and security of navigation and overflight in the East Sea/South China Sea.
Minister Bui Thanh Son also had separate meetings with his Iranian and Mexican counterparts in New York. At the meetings, the Ministers agreed on many measures to continue promoting bilateral cooperation between Vietnam, Mexico, and Iran. Son affirmed the common stance of ASEAN and Vietnam on the peaceful settlement of disputes based on international law, including the UNCLOS, and ensuring safety and security of navigation and aviation in the East Sea.
Foreign Minister Bui Thanh Son joined nearly 150 ministers and representatives from UN member countries at a preparatory ministerial meeting for the 2024 Summit of the Future within the framework of the 78th Session of the United Nations General Assembly. On the occasion, FM Son had bilateral meetings with his counterparts from Belarus, Estonia, Hungary, and Iraq. Minister of Industry and Trade Nguyen Hong Dien also had a meeting with the US Secretary of Commerce.
Within the framework of the High-level Week of the 78th United Nations General Assembly, Foreign Minister Bui Thanh Son signed a United Nations agreement on the conservation and sustainable use of marine biological diversity in areas beyond national jurisdiction.
Vietnam is one of the first countries to sign the agreement within the framework of Prime Minister Pham Minh Chinh’s working trip at the United Nations General Assembly High-level Week, sending a strong message that Vietnam is an active and responsible member of the international community and is ready to join hands with countries around the world to solve global problems, contributing to peace, prosperity, and sustainable development.
