For Hanoi to successfully assume its role as the engine driving the development of the Red River Delta, as stipulated in Resolution 30 of the 13th-tenure Politburo on promoting socio-economic development and ensuring defence, security in the Red River Delta, it is necessary to introduce new policy mechanisms, superior to ordinary ones.

Imprint of growth

In the final days of the year, Hanoi looked like a giant construction site with many projects under rapid construction in a race against time to keep to the schedule and help significantly enhance the infrastructure of a growing city.

For Nguyen Chi Cuong, director of Hanoi’s transport project management unit, what he has been thinking about is how to complete the main spans of Vinh Tuy Bridge’s second stage before June 30, 2023 and open the project to traffic on September 2, 2023. Earlier, the entire elevated section of Hanoi’s second ring road from Vinh Tuy Bridge to the Nga Tu So Intersection had already been completed.

This project together with Vinh Tuy Bridge project (phase 2) will complete the Belt Road No.2 of the capital city, helping enhance the connection between Hanoi and localities in the Red River Delta. Besides the abovementioned two key projects, the urban railway project No. 3, the Nhon-Hanoi Station section, has completed its elevated section (from Nhon to Cau Giay), about to be put into commercial operation, contributing to improving traffic at the gateway to the west of the city and promoting the strong development of public passenger transport in the city.

Hanoi’s growth results in such a challenging 2022 comes from quick transformation in management, as many groups of solutions for socio-economic recovery were implemented from the second quarter of 2022, after the COVID-19 pandemic was controlled.

Vice Chairman of Hanoi People’s Committee Ha Minh Hai said that the reopening of tourism, air transport, entertainment and art services according to the roadmap, while ensuring epidemic safety, has both activated the economy and created job opportunities, contributing to ensuring social security for people.

Concentrating capital for important and urgent projects with large spillover effects, capable of being disbursed quickly and immediately absorbed into the economy, while actively improving the investment and business environment, are policy levers implemented by Hanoi, that bring new vitality to development in the capital. 

In 2022, which is also the second year of the 2020-2025 tenure, Hanoi will complete the building of strategic and long-term development orientations for the Capital in the coming years. An important highlight is the Politburo's agreement to promulgate Resolution No. 15-NQ/TW dated May 5, 2022, on "Orientation and tasks for the development of Hanoi capital until 2030, with a vision to 2045"; followed by a review of the implementation of the Capital Law, the formulation of the Capital Law project (amended); promulgating a thematic resolution on the cultural industry; deciding to invest heavily in three fields of education, health care and culture; promoting decentralisation, authorisation.

Functional zoning for local development

As the capital of the country, Hanoi always strives to promote its role as the locomotive, the nucleus, and leading localities in the Red River Delta. The city has actively participated and coordinated in the process of formulating and implementing socio-economic development master plans with localities and strengthening linkages in many fields.

From the beginning of the term until now, Hanoi has implemented many major undertakings, schemes and projects, to contribute to creating a driving force for socio-economic development, spreading impacts to localities in the Red River Delta region, in the following years, typically the investment project to build the 112.8km long Ring Road 4-Capital Region, passing through the territory of Hanoi, Hung Yen province and Bac Ninh province.

After the 15th National Assembly approved the investment policy of the project to build the Ring Road 4-Capital Region, Hanoi has actively developed a plan to coordinate the implementation of the project among the three provinces and cities. Leaders of the three localities have signed commitments on progress and emulation agreements in site clearance work, mobilizing the participation of the whole political system to implement the project. As a result, the project was implemented with very rapid progress.

To successfully implement Resolution No.30-NQ/TW of the Politburo, on socio-economic development and assurance of national defence and security in the Red River Delta until 2030, with a vision to 2045, together with efforts of each locality in the region, Hanoi has proposed that the Party Central Committee, the Government and the National Assembly, soon promulgate a mechanism for coordinating and linking regional development; piloting several new, superior, and internationally competitive models, mechanisms and policies to maximize the potential and advantages of the region, as well as the Hanoi-Hai Phong-Quang Ninh growth dynamic triangle and the Kunming (China)-Lao Cai-Hanoi-Hai Phong-Quang Ninh Economic Corridor; and the Nanning (China)-Lang Son-Hanoi-Hai Phong-Quang Ninh Economic Corridor.

Ministries and central agencies have paid attention to supporting provinces and cities throughout the Region, prioritising developing industries that request high-quality and highly qualified human resources (such as chip production, biotechnology, and seed production), and industries with comparative advantages, whilst creating value chains in the Region. Mechanisms and policies have also worked out to establish and operate new economic models, such as green economy, circular economy, and digital economy. 

In addition, orientations have been made to develop the Region into a modern service centre of Southeast Asia, with functional zoning for local development, in which Hanoi is eyed to become a centre of finance, trade, service, and tourism, both in the region and the world. In addition, Hai Phong city is envisioned as a modern international logistics centre, while Bac Ninh province will prioritise developing smart manufacturing.

On the eve of the Lunar New Year 2023, Politburo member and Secretary of the Hanoi municipal Party Committee Dinh Tien Dung emphasised that the world situation is forecasted to witness complicated and unpredictable developments in the coming time, causing even more difficulties than in 2022, regarding both politics, security, economy and society.

However, promoting the achievements gained over recent years, Hanoi’s Party Committee, authorities and people, will continue to unite and join hands, continuing to step up firmly and gradually realise the goal of building Hanoi into the centre and the driving force for the development of the Red River Delta region and the whole country.

The capital city strives to be on par with the capitals of developed countries in the region by 2030 and become a globally-connected city that records development on par with the capitals of developed countries in the region and the world, according to Resolution No.30-NQ/TW, on the direction of socio-economic development and assurance of national defence and security, that was set by the 13th Politburo.
