Sweet fruits after five years of joining the UNESCO network

Honoured as a UNESCO Creative City in the field of design has opened a new promising chapter for Hanoi in its development process. The title is not only a recognition but also a strong source of inspiration for the city to continuously innovate.

Spreading creative spirit in all fields

Since becoming a member of the UNESCO Creative Cities Network in 2019, Hanoi has made constant efforts to carry out initiatives and solutions to translate its creative potential into a resource for development and effectively implement its commitments to UNESCO.

The city has introduced many mechanisms, policies and plans to promote the building of a creative city, notably Resolution 09-NQ/TU dated February 22, 2022, on developing cultural industries in the capital city for the 2021-2025 period, with orientation for 2030 and vision for 2045; and Plan 102/KH-UBND dated April 1, 2022, on implementing initiatives on joining the UNESCO Creative Cities Network until 2025. The city has also worked with relevant parties to organise various programmes and activities to concretise initiatives and commitments to UNESCO.

Strong political commitment has laid the groundwork for Hanoi’s cultural industries to reap substantial fruits. The city has become a diverse cultural centre with many outstanding arts events, such as the annual Creative Design Week, each year featuring fresh colours, and the boom in public spaces and street arts.

The creative spirit has provided inspiration for startup activities, especially efforts to renovate culture and arts activities in the capital city, as seen in the “Sacred Night” at the Hoa Lo Prison Relic Site, the night tour with 3D mapping technology at the Temple of Literature and the night tour to demystify the Thang Long Imperial Citadel.

Digital transformation in the cultural field is actively implemented at museums such as the Vietnam Fine Arts Museum, the National History Museum, the Hanoi Museum and the Ho Chi Minh Museum. Notably, the dynamism and creativity in organising the Creative Design Week, Ao Dai Tourism Week, and Tourism Gift Festival, with a series of accompanying activities and exhibitions, have created new vitality for the capital city’s cultural scene.

Alongside this, Hanoi has gradually become a leading destination for international art events. If the Monsoon Music Festival and the Hanoi International Film Festival continue to grow in scale and quality, attracting the attention of renowned artists from both within and outside the country, events featuring BlackPink, Kenny G, and Bond have truly helped Hanoi establish itself as a significant venue for international arts in the region and globally.

Assoc. Prof. Dr. Bui Hoai Son, Standing Member of the National Assembly's Culture and Education Committee, stated that Hanoi has garnered interest and admiration from art lovers around the world for successfully organising these major events. This is an important foundation for the capital to continue being a destination for even larger events in the coming years. These events and spaces not only promote cultural interaction but also enrich the spiritual life of the people.

In addition to these activities, Hanoi has also invested heavily in creative infrastructure.

Art centres, creative spaces, and technology hubs have been developed, providing ideal conditions for artists, designers, and startup founders. Notable examples include the Ho Guom Theatre, Vincom Contemporary Art Centre, Toong Co-working Space, Bird's Nest Organisation, O Ki Ha Hanoi, and Hanoi Creative City, among many other venues that have become gathering places for innovative and creative ideas.

In particular, Hoan Kiem District has completed the restoration and enhancement of the Cultural and Artistic Space at No.22 Hang Buom Street, while Quang Vinh Ceramics Co., Ltd. inaugurated the Centre for the Essence of Vietnamese Craft Villages in Bat Trang Commune. Alongside this, numerous exhibitions and displays have been held recently at the Hanoi Museum, Thang Long Imperial Citadel, and Van Mieu – Quoc Tu Giam (The Temple of Literature).

Not only expanding creative spaces with more effective and quality activities, the spirit of creativity has now spread to every corner and road of Hanoi. We can see the movement to beautify residential areas, roads, and alleys voluntarily and actively by the communities themselves, or the collection of opinions on building bridges, renovating buildings, etc., all receive the attention and response of many people.

“When we have conceived that a road is not just for walking, a streetlamp is not just for lighting, a building is not just for living... All need to become works of art, new symbols of the city, so that we can tell beautiful stories about Hanoi. That is also the time when the spirit of creativity has become a resource for the sustainable and happy development of the Capital, worthy of the title of a thousand years of civilization," said Associate Professor, Dr Bui Hoai Son.

According to him, Hanoi is proving itself not only to be a centre of innovation but also a beacon for the conservation and promotion of cultural heritage values. The city is realising an inspiring vision: combining modern creativity with the preservation of precious traditional values.

The strong investment in culture, with about 14 trillion VND for the 2021-2025 period, is not only an impressive figure but also a manifestation of a deep commitment to cultural heritage. Hanoi is building a city brand where culture is not only preserved but also cherished and promoted as an essential part of a comprehensive development strategy.

Hanoi is writing an inspiring story of harmonious combination between conservation and innovation, between tradition and creativity. This is a never-ending journey for the city to shine, leading in building a rich, sustainable and vibrant cultural and creative community.

Director of the Hanoi Department of Culture and Sports Do Dinh Hong shared that when joining the UNESCO Creative Cities Network, Hanoi's goal is to use cultural resources and cultural creativity as the foundation for sustainable urban development.

This event also helps to set new cultural development goals, inspire creativity, and position a new brand for Hanoi in the international arena.

To achieve the goal of bringing creative activities into life, spreading the creative spirit among all classes of people, and mobilising the community to participate in creative activities, Hanoi has coordinated with relevant parties to launch many creative competitions to contribute to urban reconstruction and sustainable development for all classes of people, with a focus on the young generation, such as: "Designing Hanoi Creative Space", "Designing Km 0", "Sketching Van Mieu - Quoc Tu Giam", "Creative Hanoi", and "Hanoi Public Art Design". 

It can be said that Hanoi has turned the title of Creative City into a powerful tool to promote the design industry, create impressive products and projects, and attract attention from the international community. This title has helped the city affirm its role on the global design map, while opening new opportunities for sustainable and creative development.

Creative Design Festival - Brand positioning of Hanoi

Among the city's activities to fulfil its commitments to UNESCO, the annual Creative Design Festival is identified as an important highlight for Hanoi to position its 'Creative City' brand.

Starting with the Unleashing Creativity Week 2021, the event later developed into the Hanoi Creative Design Festival 2022 and was designated as an annual event, making a significant contribution to building and developing a network of young designers, connecting diverse accompanying resources, and promoting the city's creative industry. 

In 2023, the festival will be held on the largest scale ever in terms of space, time of organisation, quantity, and diversity of activities, bringing many new experiences from cultural heritages along the banks of the Red River that have been "awakened" through unique art spaces for the people.

Through the festival, Hanoi encourages the formation of a creative community which connects various cultural industries such as architecture, fine arts, performing arts, and design, thereby creating creative platforms to promote cultural resources, especially Hanoi's traditional culture.

The festival was held under the theme ‘Flow’, focusing on three main pillars: design, community and creativity. It featured more than 60 cultural activities with four magnificent architectural works, 16 exhibitions, 17 seminars - talks, nine art shows, a series of community events and a creative fair.

The festival's experiential route aims at the vital flow connecting the capital's historical, cultural, economic and social values, especially the connection between the two banks of the river through the historic Long Bien Bridge, while highlighting the historical and cultural values in the city’s districts.

Not only that, the festival also offered new experiences by turning industrial heritage into a creative cultural complex, as well as new services and products, while attracting investment and implementing the strategy of developing the capital's cultural industry for sustainable development.

For the first time, people could visit buildings that have existed for hundreds of years in the capital from a different perspective and a completely new look. Accordingly, works such as Hang Dau Water Tower, Long Bien Bridge, Gia Lam Train Factory, Hanoi Railway Station, and Long Bien Railway Station were redesigned by architects and artists to become unique architectural and artistic exhibition spaces.

In addition, many discussions and workshops in the field of design took place during the event, such as the UNESCO Creative Cities Network Forum in South-East Asia, the international workshop entitled ‘Hanoi Creative City - Branding and Resource Development’, a workshop discussing a multifunctional cultural park in the Red River Delta. Bringing together many experts in the creative field, these events created a forum for the creative community to interact, connect, and exchange information. 

Following the success of the 2023 edition, the Hanoi Festival of Creative Design 2024 will be held from November 9-17 under the theme "Creative Crossroads". The event aims to pilot a creative economic experience route for the city in the future, demonstrating Hanoi's innovation potential, thereby contributing to connecting and awakening the creative spirit and attracting resources for the city’s development.

The experience route of the Hanoi Creative Design Festival will serve as an opportunity to bring prominent architectural works associated with Hanoi’s history closer to the lives of its people. As part of this, the Government Guest House will open its doors to visitors for the first time. Guided tours of the Opera House, the Vietnam National University Hanoi, and other sites will be “activated.

Many creative activities held in the area will become a dialogue between historical sites and modern creative ideas, highlighting the role of the younger generation in preserving and enhancing the nation’s values throughout the development of the creative industry. This initiative serves as a foundation for promoting Hanoi’s growth into the country’s creative hub. 

Within the framework of the Festival, there will be nearly 100 creative activities, highlighted by iconic projects, installations of creative spaces, exhibitions, art performances, and hands-on experiences. Numerous discussions and seminars featuring domestic and international experts in the creative field will also be held.

Each year, the themes and scale of the Hanoi Creative Design Festival continue to expand, becoming a celebration for innovation enthusiasts across the country. Hosting the Festival is a meaningful activity aimed at establishing and reinforcing Hanoi’s brand as a creative city in the context of the city’s efforts to fulfil its “creative commitments” upon joining the UNESCO Network.

According to Ramla Khalidi, Resident Representative of UNDP in Vietnam, the Hanoi Creative Design Festival is a prime example of the city’s success in realising its vision of becoming Vietnam’s creative capital.

Through public-private partnerships that contribute to fostering a vibrant and youth-oriented creative cultural industry, Hanoi has demonstrated that culture can be a driving force for socio-economic development by mobilising its abundant young energy to innovate and transform Hanoi into a better place for all its citizens.
