A new spring has arrived and people all over the country are eagerly waiting for the turn of the year, hoping for a more beautiful and strong country.

In 2022, under the Party’s sound leadership and the Government’s boldness and proactiveness, Vietnam has overcome formidable challenges to record many significant achievements in socio-economic development.

In such a context, the Government, ministries, agencies, local authorities, the business community and the people have put in a great deal of effort to step up socio-economic recovery and development, laying the firm foundations to successfully realise the Resolution of the 13th Party Congress in 2023 and subsequent years.

A new spring is also an occasion for us to look back at the past year with a complicated and rapidly evolving global situation and the emergence of new and unprecedented factors: the growing strategic rivalry between powers, the prolonged Russia-Ukraine conflict, rising inflation and monetary tightening in many countries, global growth slowdown and signs of recession in many countries and regions, risks in the financial, monetary and property markets, the severe impacts of energy and food crises, climate change, natural disasters and epidemics.

Domestically, in addition to advantages, we have had to face many unprecedented difficulties and challenges from both external and internal economic factors, especially in recent months.

In that context, under the close leadership of the Party Central Committee, particularly the regular direction of the Politburo and the Secretariat, headed by General Secretary Nguyen Phu Trong and the National Assembly’s initiative, positivity and companionship as well as the participation of the whole political system, the joint efforts, consensus and support of the people and the business community, and the support and assistance of international friends, the Government, led by Prime Minister Pham Minh Chinh, thoroughly follow the Resolution of the 13th National Party Congress, the Resolution and Conclusions of the Party Central Committee, the Politburo and the Secretariat and the NA’s Resolutions under the motto of “solidarity, discipline, proactive adaptation, safety and efficiency, recovery and development”. Accordingly, the Government has directed and administered the economy in a consistent, drastic, scientific and flexible manner to suit the practical situation and its requirements. The Government has expressed its wisdom and bravery in driving the “economic ship” to overcome rapids, winds and waves.

As a result, the country successfully and comprehensively fulfilled its goals and tasks including focusing on pandemic prevention and control while promoting socio-economic recovery and development and building an independent and self-reliant economy associated with proactive and active international integration in an extensive and effective manner.

The socio-economic situation recovered positively and achieved important and comprehensive results in many fields (with 14/15 targets achieved and exceeded): macroeconomic stability, inflation under control, the major balances of the economy have been secured; GDP growth reached about 8%, the highest in the past 10 years; CPI for the whole year increased by less than 4%; total import and export revenue of goods reached a record level of about 740 billion USD; export of agricultural products reached more than 53 billion USD; independence, sovereignty and territorial integrity have been maintained; political security, social order and safety have been ensured; business investment environments have been significantly improved; administrative reform has achieved many positive results, effectively serving the business community and the people. The work of building and perfecting institutions is increasingly valued and implemented methodically; people's living conditions have been improved day by day, and social security, education, and health care has been paid attention to. The COVID-19 epidemic continued to be well controlled, creating conditions for recovery and development; the labour market is recovering.

2022 was also the year in which foreign affairs accomplished many great achievements, contributing to enhancing the country's position and prestige in the region and the international arena.

The high-ranking delegation of the Government of Vietnam has attended many major international forums, such as the Summit to celebrate the 45th anniversary of ASEAN-EU relations; the ASEAN-US Special Summit, and the 40th and 41st ASEAN Summits and Related Summits.

Vietnam actively participated in these major events, and proposed many sound initiatives and practical proposals, which gained high appreciation from foreign leaders, thereby affirming that Vietnam continues to be an active, positive and responsible member of the international community.

The above-mentioned achievements have been applauded by major financial organisations and institutions across the world such as the World Bank (WB), International Monetary Fund (IMF), and Asian Development Bank (ADB). Recently, Moody’s Investors Service upgraded Vietnam’s ratings to B2 and changed the outlook to stable; the S&P Global Ratings raised its rating on Vietnam to “BB+” with a “stable” outlook; and Fitch rated Vietnam at “BB”, with a “positive” outlook. Vietnam was also ranked among the top nations in Nikkei's COVID-19 Recovery Index.

The international community continues to believe that Vietnam is a safe, friendly and attractive destination for foreign investors. Many leading corporations in the world have set up their production facilities in Vietnam to overcome disruptions to their supply chains.

The New Year 2023 - a pivotal year in the 2021-2025 socio-economic development plan, is forecast to be full of both favourable opportunities and challenges, requiring a higher level of determination, greater efforts, and drastic and effective action from the Government and ministries, sectors, localities, and the business community in particular.

Prime Minister Pham Minh Chinh has especially emphasised the Government motto of guidance in 2023 and the coming years, which is: “Unity, discipline; Bravery, flexibility; Innovation, creativity; and Timeliness, efficiency”.

Accordingly, the Government continues to be consistent to maintain macroeconomic stability, controlling inflation, promoting growth, and ensuring major balances of the economy. The Government will also focus on ensuring the stability of the monetary market, corporate bonds, securities, and real estate while ensuring the safety of the banking system, security, social order and safety, as well as the legitimate rights and interests of the people, investors and related entities, as prescribed by law in any circumstances.

The Government determines the key orientations, tasks and solutions:

  • Including the implementation of a proactive and flexible monetary policy, in harmony with fiscal and other policies, ensuring overall efficiency and meeting practical requirements. The Government will also administer the expansionary fiscal policy reasonably and promote the healthy and sustainable development of all kinds of markets, especially the corporate bond, securities and real estate markets, in addition to boosting production and business, supporting enterprises, creating jobs, and restoring the labour market.
  • Continuing to review and perfect institutions, mechanisms and policies, especially in service of the development of the digital economy, green economy, and circular economy, in association with the programme on climate change adaptation and solutions to fulfil Vietnam's commitment at the COP26.
  • Expeditiously focusing on implementing and completing the planning work on schedule, ensuring quality and efficiency and performing the work of ensuring social security. Strengthening the fight against corruption and the prevention of negative phenomena; maintaining political stability, social order and safety; strengthening and consolidating national defence and security; implementing synchronously, comprehensively and effectively, both foreign affairs and international integration.

Promoting the important achievements and successful results in 2022, joining the spirit of the Year of the Cat, under the wise leadership of the Party, the Government is determined to unite, make greater efforts, and act more drastically to adapt flexibly and effectively, overcome all difficulties and challenges while taking advantage of new opportunities, contributing to the successful completion of the goals and tasks of the year of 2023, in the spirit of the Resolution of the 13th National Party Congress, to firmly put the country on the path of renewal, integration and development and prosperity, and bring a warm and happy life to people.
